Recently, the State Intellectual Property Office issued the "Annual Work Guidelines for Promoting the High-quality Development of Intellectual Property (2019)".

It is reported that the "Work Guidelines" highlighted three principles in the research and formulation process, namely, insisting on coordinating advancement, consolidating the work pattern of bureau-province linkage, and combining point, line and surface; insisting on problem orientation and breaking the constraints that restrict the high-quality development of intellectual property rights. Bottleneck obstacles; adhere to local conditions and set up differentiated development paths.

The "Work Guidelines" identified three important tasks. The first is to "clearly promote the high-quality development of intellectual property rights"; the second is to "improve the policy system to promote the high-quality development of intellectual property rights"; and the third is to "form a statistical system that promotes the high-quality development of intellectual property rights."

In addition, the State Intellectual Property Office also issued the "Task List for Promoting High-Quality Development of Intellectual Property Rights in 2019" along with the "Work Guidelines", which identified 18 specific tasks from 7 aspects and set differentiated tasks for the three types of strong provinces. Requirements, clarify the mandatory and optional tasks, and further highlight the pertinence and operability of the tasks.

According to the main goals set by the "Work Guidelines", by the end of 2019, China will further improve the quality of intellectual property creation, protection effects, utilization efficiency, management level, service capabilities and international influence, and initially establish an index system that adapts to the high-quality development of intellectual property rights. , Policy system and statistical system.
